: Consumers Energy Water System Questions
John Bradley answered several questions:
Q: Which entity owns and operates the sites water service, fire service, and looped water main?
A: I believe the LBWL would own and operate all water related items above on private property, unless the LBWL indicated to Consumers Energy up front that this would not be the case. If they did not own the onsite water features, then there would be a master meter installed off the distribution main somewhere that would account for the monthly service charges for usage. Generally, the LBWL prefers to own and operate all of their water mains and therefore this project would require a Part 399 permit to be submitted to EGLE with the responsible party being the LBWL.
Q: What is the connection fee costs that Consumers Energy should expect from the LBWL?
A: Connection Fees are based on a schedule established by the LBWL. The service agreement between the LBWL and CE will establish the final connection fee costs.
Q: What is the monthly service fee/usage costs/rates that Consumers Energy should expect from the LBWL?
A: These charges are usually associated with their meter size and generally include an additional commodity charge. Other fees that may apply monthly to a bill or be a onetime charge (like the connection fee) is a “ready to serve charge”. The ready to serve charge essentially accounts for costs associated with the operations and maintenance of that water service. I am not sure if the LBWL has a ready to serve charge or not.
Based on the information you provided from the LBWL in your link, I think your assumptions for monthly service charges and commodity charges are correct. I do not know what the actual water usage is on this site, so it’s hard for me to know what the actual total monthly usage is expected to be to equate to said monthly cost.
